The Challenge

Los Angeles has one of the most underutilized waterfronts of any major coastal city in the world. For decades, the harbor area has been defined by industrial operations and disconnected from the communities that surround it. West Harbor represents a generational opportunity to change that - creating a vibrant, public waterfront destination that belongs to everyone. But achieving that vision requires rethinking how maritime operations work at a fundamental level, starting with the vessels themselves.

The development needed a maritime partner who could integrate clean vessel technology with compelling destination programming - someone who understood that the waterfront experience starts the moment a visitor arrives, not just when they step on a boat. Traditional diesel-powered operations were incompatible with the vision of a clean, welcoming public space. Our Approach

Land & Sea provided advisory and operational planning for a fully electrified fleet deployment at West Harbor. This meant more than swapping engines - it required designing terminal charging infrastructure, developing battery management protocols, and rethinking operational schedules around charging cycles. We worked with vessel designers and electrical engineers to ensure the clean technology could deliver the performance and reliability that a high-traffic destination demands, without compromising guest experience or safety.

Equally important was the destination programming itself. We designed guest experiences that activate the waterfront as a place people want to spend time - not just a transit point between parking and a boat. Harbor tours, sunset cruises, educational programming, and seasonal events were all developed to draw a broad, diverse audience and make the waterfront feel genuinely welcoming to families, students, and visitors from every neighborhood in the region.
