The Challenge

Oklahoma City had invested significantly in its riverfront - building trails, parks, and mixed-use developments along the Oklahoma River. What the city needed next was an operator who could turn that waterway into a functioning transit corridor, not just a scenic backdrop. Reliable water taxi service could connect neighborhoods separated by the river, give tourists a reason to explore beyond downtown, and prove that inland waterways deserve the same investment as coastal ones.

But inland water transit comes with its own set of obstacles. There was no existing maritime workforce to draw from locally. Seasonal water levels and weather patterns required flexible scheduling. And the service had to earn ridership from day one - residents needed to trust that the boats would show up on time, every time, before they would change their commuting habits.

Our Approach

Land & Sea established full water taxi operations from the ground up - vessel management, scheduling, safety compliance, and guest experience design. We made a deliberate choice to hire crew from the Oklahoma City community, investing in training programs that built a skilled local maritime workforce where none had existed before. Captains and deckhands came from the neighborhoods the service was designed to connect.

We treated the inland water taxi with the same operational rigor we bring to coastal ferry systems, because reliability is what builds ridership. Maintenance schedules, safety drills, and on-time performance standards matched what you would find on any major harbor route. At the same time, we designed the guest experience to reflect the community - welcoming, approachable, and centered on making the river feel like it belongs to everyone who lives along it.

The Results

Ridership grew steadily as residents and visitors discovered a service they could count on. The water taxi became more than transportation - it became part of how people experience the Oklahoma River corridor, activating the waterfront for restaurants, events, and recreation that depend on foot traffic from the docks. Local businesses along the route reported increased visibility and patronage tied directly to water taxi stops.

The community hiring model created lasting impact beyond transit. Crew members gained transferable maritime skills and stable employment, and the program demonstrated that inland waterway operations can meet the same professional standards as major coastal ferry systems. Oklahoma City now has a model for water transit that other inland cities are watching closely.
