The Challenge
The St. Johns River Ferry is a lifeline for Northeast Florida. For commuters, families, and visitors, the Jean Ribault provides a critical connection between communities on opposite banks of the river - a crossing that would otherwise mean a lengthy detour by road. The Jacksonville Transportation Authority needed an operator who understood that dependable service is not optional when people rely on you to get to work, school, and home.
Beyond daily reliability, JTA needed a partner willing to invest in the people who make the ferry run. High crew turnover had been an industry-wide challenge, and the authority wanted an operator who would build a stable, skilled team drawn from the local community. The ferry also serves a broader role in the region's resilience planning - as a potential waterway evacuation asset, it needs to be ready for scenarios that go well beyond routine crossings.
Our Approach
Land & Sea took over full ferry operations on the Jean Ribault, including crew management, vessel maintenance, safety compliance, and guest service. From the start, we prioritized local hiring - recruiting captains, deckhands, and support staff from Jacksonville's neighborhoods. We invested in crew development through structured training pathways and advancement opportunities, because retaining skilled mariners is as important as recruiting them.
We built the operation around two principles: the ferry runs on time, and the crew takes pride in what they do. Maintenance programs were designed to prevent downtime before it happens. Safety drills went beyond regulatory minimums to include river evacuation scenarios, ensuring the vessel and crew are prepared to serve the community in ways that extend far beyond the daily schedule. Every interaction with passengers was treated as an opportunity to reinforce that the ferry belongs to Jacksonville.

On-time performance and passenger satisfaction scores have been consistently high since Land & Sea began operations.
